Programs & Services
The Liability program was established to provide coverage for bodily injury, property damage, personal injury, errors and omissions, and employment practices. Claims are administered in-house. The pooled coverage limit, per occurrence, is $1,000,000 with excess coverage through a combination of pooling and reinsurance.
The Workers’ Compensation program was established to provide coverage for Workers’ Compensation and Employers Liability claims. Claims are administered in-house. The pooled coverage limit is $500,000 with excess coverage through a combination of pooling and reinsurance.
In addition, MPA offers its members the Work Alternative Program (WAP). This program provides workers’ compensation coverage to members who utilize workers through Contra Costa County’s Work Alternative Program.
The Deadly Weapons program provides coverage for Third Party Liability, Counseling, Property Damage, Business Interruption & Crisis Management for events occurring on Member's property.
The Loss Control program was brought in-house and is dedicated to the prevention of injury and illness to the members’ employees. Examples of services provided include: Loss Control Committee meetings, Model Safety programs, Regional Safety Workshops, Law Enforcement Accident Prevention programs, In-house Video Training Library, Web-based Training, and Ergonomic Evaluations
The Property program provides all-risk, boiler and machinery and DIC (earthquake and flood) coverage, and is a group purchased program.
The Vehicle program was established and provides comprehensive and collision coverage for licensed vehicles and attached equipment owned and/or leased by the member. The pooled limit of coverage is $250,000, and vehicles are insured for ‘actual cash value’.
Short Term & Long Term Disability
The disability program was established and provides short term and long-term disability coverage. The short-term disability program is self-funded and covers claim payments and administrative costs for the first 90 days of disability, less the employer’s waiting period. The long-term disability program is fully insured and covers disabilities going beyond the 90-day period. Benefits of the program include premium savings, custom plan designs, and contract enhancements specific to public entities.
Life & AD&D
The Life and AD&D program was established and provides Basic Life and AD&D coverage. The coverage was later converted to a fully insured program. Benefits of the program include premium savings, custom plan designs, and contract enhancements specific to public entities.
MPA's Dental program is one of the largest public sector dental pools in California and offers comprehensive dental coverage, with flexible benefit plan designs at the lowest possible rates. As a joint purchasing program, MPA's Dental program is able to leverage the size of its pooled participants to achieve volume pricing that is significantly lower than what individual public agencies could qualify for.

MPA's Vision Service Plan (VSP) program was established in 2011 and provides affordable eye care coverage. Coverage includes well vision exams, prescription glasses, contact lens care and laser vision correction discounts.
The Employee Assistance Program (EAP) has been designed to help public sector employers and employees effective manage unique workplace issues. Offered through Managed Health Network (MHN), the program includes a dedicated management consultant, additional hours per year for management consultations and critical incident stress debriefing, preferred pricing, and a pooled renewal for greater long-term rate stability.
The Wellness program was established to provide education to the members’ employees on health related issues and annual screenings for various health related risks.
